The Australian Government has announced the stabilisation of existing business registers and their transfer from the Australian Taxation Office (ATO) back to ASIC, under the Registry Connect (RC) Program. This program aims to deliver reliable, secure, trusted, and efficient registry services to support the economy for the benefit of all Australians.
24-month fixed term role
Salary from $131,725 to $144,386 (depending on experience) + 15.4 % superannuation

The team
The Enterprise Services team encompasses Finance, Procurement, Property and Contracts, Performance Reporting and Planning, and the Enterprise Resource Planning (ERP) Program. The Procurement, Property and Contracts team ensures adherence to the PGPA Act 2013 and Commonwealth Procurement Rules (CPRs) in all procurement activities, while also offering specialised support for the Registry Connect Program.
The Procurement Specialist (Registry Connect) will oversee contract management and procurement solutions for ASIC's Registry Connect Program, focusing on technology procurement. Responsibilities will include managing high-value and simple procurements for cloud, software, hardware and professional services, ensuring compliance with the PGPA Act and government procurement policies, assessing procurement risks and driving project delivery. The role also involves providing probity advice, negotiating terms with suppliers and maintaining stakeholder relationships.
More specifically, you will:
Collaborate with ASIC's Registry Connect, technology managers, and Senior Executive Leaders to deliver contract management and procurement solutions, ensuring business objectives are met, value for money is achieved, and compliance with the PGPA Act and government procurement policies.
Provide end-to-end delivery of high-value and complex procurements, as well as simple transactional procurements, in accordance with the Commonwealth Procurement Rules (CPR) framework, PGPA legislation and Registry Connect's Procurement Approach and Plan.
Assess and report on procurement risks, manage tender evaluations, and drive project delivery within tight timeframes.
Conduct procurement and contract management activities using Australian Whole of Government Arrangements and Federal Government Panels such as Digital Marketplace, Software Marketplace, and Hardware Marketplace.
Lead the end-to-end procurement lifecycle for major technology agreements, including cloud, software, hardware, and professional services.
Provide probity advice to ensure procurement decisions are fair, transparent and maintain integrity while mitigating conflicts of interest.
Facilitate a robust contract change control process to ensure any variations are risk-assessed and do not adversely impact resourcing, funding, or delivery schedules.
The ideal candidate for this Procurement Specialist role will possess extensive experience in government procurement, particularly with high-value, high risk and complex technology procurements. They will excel in managing procurements for cloud, software, hardware, and professional services, ensuring strict compliance with the PGPA Act and Commonwealth Procurement Rules (CPR). Additionally, they will have a proven ability to assess procurement risks, manage tender evaluations, and drive project delivery within tight deadlines.
In addition, you will have:
A relevant tertiary qualification in procurement, supply chain management, business administration, or logistics is desirable.
Proven experience in leading, managing, and monitoring procurement activities.
Proficiency in using Government Panels and associated portals such as Digital Marketplace, Software Marketplace, and Hardware Marketplace.
Demonstrated expertise in interpreting and applying the Commonwealth Procurement Rules (CPR) framework and PGPA legislation.
Deep expertise in technology procurement, including high-value contract negotiations and commercial management within large-scale enterprise environments.
Excellent written, presentation, and verbal communication skills, with the ability to simplify complex concepts and influence decision-makers.
